Standing Committee

The Standing Committee is an elected body of experts on language assessment and managing examinations. Committee members are elected among the representatives of ALTE Full Members.  Committee members must be employees of Full Member organisations, or Individual Expert Members. Individual Expert Members (marked *) may not constitute more than half of the number of members of the Standing Committee.

The Standing Committee ensures the quality and fairness of the ALTE auditing system by:

  • Reviewing each audit and the final outcome;
  • Approving the awarding of the ALTE Q-mark;
  • Identifying issues that audited institutions need to address;
  • Overseeing auditor and auditee orientation, training and standardisation.

Dina Vilcu (Deputy Chair)

BBU-RCI Consortium for Testing Romanian as a Foreign Language

Second term expires February 2027

Dr Dina Vîlcu teaches and assesses Romanian as a foreign language (RFL) at Babeș-Bolyai University, Cluj-Napoca. She teaches general language and LSAP courses (for social and humanistic sciences and arts), as well as tailor-made courses for interpreters and translators. She also teaches courses on LSP and language assessment at MA level. She coordinated the issue of Studia Universitas Babeș-Bolyai, Philologiadedicated to assessing RFL, and has edited volumes on language assessment. She is interested in the challenges involved in language assessment for less widely tested languages (LWTL), currently chairing ALTE’s LWTL SIG. Other dimensions of her research are general linguistics and sociolinguistics.

Javier Fruns Giménez

Instituto Cervantes

Dr. Javier Fruns works as head of the Language Certification Unit of the Instituto Cervantes, where he participates on the coordination of the Spanish certification systems DELE and SIELE. He teaches language testing at the Menéndez Pelayo International University, collaborates as an external examiner for the University College London and regularly teaches training courses on language assessment for different universities, official language schools and the Ministry of Education of Spain. He has worked as a Spanish teacher and is a co-author of textbooks of Spanish for foreigners.



Marta García García

Universidad de Salamanca

Dr. Marta García is Associate Professor in Cursos Internacionales de la Universidad de Salamanca where she teaches Spanish and is also responsible for the examination LanguageCert USAL esPro, a test of general Spanish language for professional purposes. She is member of the standing committee of ALTE and coordinates the Language for Specific Purposes SIG of ALTE. She has worked for many years in the language testing industry, particularly for Spanish as foreign language. She is also Adjunct Professor in the Modern language Department at the University of Salamanca.



Cecilie Hamnes Carlsen

Western Norway University of Applied Sciences*

Cecilie Hamnes Carlsen is professor in second language acquisition and assessment at the Western Norway University of Applied Sciences. She holds a PhD in language assessment and has worked for 20 years with the development and validation of language tests for adult migrants in Norway. Her research interests are primarily related to the use and misuse of language tests in society and the social consequences of tests on different test-taker groups. She is currently involved in the IMPECT project focusing on the consequences of language requirements for residence and citizenship on low-literate adult migrants. She is an expert member of ALTE, co-chair of the LAMI sig, and chair of the Social Justice Discussion Group.




Waldemar Martyniuk

Waldemar Martyniuk: Professor at the Institute of Polish Language and Culture for Foreigners of the Jagiellonian University in Krakow, Poland. He holds a Ph. D. in Applied Linguistics and is a teacher trainer, author of several textbooks, curricula, and testing materials for Polish as a foreign language. Visiting Professor and lecturer at universities in Austria (Vienna), Germany (Bochum, Giessen, Göttingen, Mainz, Műnster), Switzerland (Basel), and in the USA (Stanford University). Seconded to the Council of Europe, Language Policy Division in Strasbourg, France, 2005-2006, and 2008-2013 as Executive Director of the European Centre for Modern Languages in Graz, Austria. Since 2019 Chair of the Board of Trustees at the Association of Language Testers in Europe (ALTE).

Danilo Rini

Danilo Rini taught Italian as a foreign language both in Italy and abroad, before joining the CVCL (Centro per la Valutazione e le Certificazioni Linguistiche) of the University for Foreigners of Perugia, in 2005. There, he worked as a rater, examiner, and on the planning and development of the internal item banking system. He currently works as a test developer and reviewer for CELI (Certificato di Lingua Italiana) exams, as an examiner and trainer for examiners, and on the internal quality system of CELI exams. He is a member of the Scientific Committee of CVCL and of ALTE Standing Committee since 2023.



Lorenzo Rocca

Società Dante Alighieri*

Lorenzo Rocca, is responsible of the language projects department at the Società Dante Alighieri in Rome. Since 2006 he gained expertise in coordinating projects at national and supranational level focused on the migration context; he has published papers, reference guides, syllabi and specifications referred to his field of research.

Within ALTE Lorenzo is the chair of the LAMI SIG since 2008, an elected member of the Board of Trustees and of the Standing Committee since 2016. In addition, he is a language expert of the Council of Europe since 2014 and a member of the CLIQ scientific committee since 2013. In 2020 he was awarded with the national scientific qualification as Associate Professor.

Cathy Taylor

ALTE Individual Expert Member*

Second term expires January 2025

Cathy was a Senior Academic for Language at Trinity College London for 18 years and has experience in all aspects of language assessment design, production and quality standards. Before moving into testing she worked as a teacher, teacher trainer, academic manager and examiner in SE Asia, Europe and the UK. Cathy has an MA in Language Testing from Lancaster University and has presented and delivered workshops at international ALTE and EALTA conferences. As an ALTE consultant, Cathy has carried out audits for ALTE members and is currently chair of the QMS working group.



Kateřina Vodičková 

Charles University Prague

Second term expires September 2025

Dr Kateřina Vodičková teaches and assesses Czech as a foreign/second language at Charles University, the Institute for Language and Preparatory Studies. For the last 15 years, she is devoted mainly to language testing and running lectures on assessment in methodological courses. Kateřina also collaborates with the National Pedagogical Institute and the Centre on Measurement in Education. She has worked as a language teacher, item writer, examiner, rater, exam designer, exam consultant, ALTE auditor and is a co-author of textbooks for Czech for foreigners.
